Laikipia County and Nyeri County have entered into a Memorandum of Understanding which seeks a more cohesive and seamless service delivery especially in shared border towns of both counties.
Governor Ndiritu Muriithi and his counterpart from Nyeri County Governor Mutahi Kahiga signed the landmark agreement which will see Nyeri and Laikipia residents receive some services from the County government offices near them.
Speaking during the MoU signing, Governor Ndiritu Muriithi said the intentions of the MoU is a step in operationalizing the 10 county Central Region Economic Bloc, CEREB.
Take for instance, residents from Nyeri county when they buy goats in Laikipia, why should they pay cess to Laikipia and also pay in Nyeri, or the other way round? Governor Ndiritu paused.
Governor Mutahi Kahiga echoing his counterpart Governor Ndiritu said that the boundaries of Nyeri and Laikipia Counties are just in the mind. According to him, residents of both counties must never miss any service on the account of coming from one county, and not the other.
A fire disaster in Ishuga, a town next to Nanyuki town, in Laikipia County, should be put out by fire engines from Laikipia County, thereby saving properties, lives, resources and time. Consequently, evading a disaster, Governor Kahiga explained.
Humorously, Governor Ndiritu said that he is excited with the hospital being built by Nyeri County at Naromoru, being a big hospital, the Governor observed, it would be a referral benefiting Laikipia residents more than Nyeri residents.
I can see my friend Governor Kahiga is building a nice hospital here in Naromoru, proceed my friend, it will serve us more than you, he teased as witnesses busted in laughter, and NHIF capitation of our people from Solio seeking medical care from Naromoru should be channeled in this facility as their primary point of care, he elaborated.
Governor Kahiga piled up to the importance and timeliness of the MoU saying that unwarranted competition between counties is what has brought a wedge amongst people, hindering service delivery. According to him, Nyeri and Laikipia people are one.
Our Nyeri County referral hospital, the former Provincial General Hospital PGH, have more facilities than Nanyuki County referral hospital, and we should be able to share these resources. Again, our Naromoru town here has no land for expansion or for building a sewerage system, if we must install a sewer system, we can only expand in Laikipia, Governor Kihiga exemplified.
Both Governors tasked their County Executive Members who were present during the landmark agreement to hasten the refining of areas of partnership, by sector, to avert pending political storms which might disrupt the process.
Should there be any concern or further consultation, our both County Secretaries are here and our both Legal officers, Governor Ndiritu said, and hasten your feet so that our citizens can enjoy the fruits of this partnership before politics disrupts its implementation, Governor Kahiga added as he concluded the meeting.
After the MoU signing, in a show of solidarity to the new accord, both Governors visited residents in the neighboring towns of both Counties.
